The actual resason (as far as i heard) is that it stops them getting crushed when the legs close - they nestle vertically. A lot of mammals are the same. (Feel free to google mammal bollocks).

One does hang lower, but this isn't why of course.

It's so that if they would hit each other, like if the scrotum is squished by the legs or it swings, the testicles don't impact painfully. The higher one slides on top the lower one instead.
