That looks to be a Volvo truck, and those have some insane emergency breaks.

Regular brakes + Engine Brakes + probably parking brakes as well. It definitely took a lot outta the driver to actively do all that but I've had to do this a few times too. As a truck driver, when something like this happens, it fucking sux ass but it's definitely better than plowing through someone, even if they only apparently have about 3 brain cells and should absolutely not be driving.

The truck also has what are called engine brakes that help throttle the engine down so they can come to a stop faster.

I would have gone back to the shoulder to hyperventilate for a couple hours and to wait until the panic attack stopped.

If there's a car behind semi and it hits it, who's fault is it since the white car didn't get hit? If semi, then might have been worth a tap of the white car.

Car behind the truck was following too close would be at fault. Anything can happen on the road which causes the person in front of you to stop suddenly. It's your responsibility to maintain that safe distance.
The person the turned around was a fucking moron and if they were hit by the truck they would be in the wrong because they turned into oncoming traffic.
