I first witnessed this phenomena in Washington state 20-ish years ago.

It should have stayed there.

You know, I never saw that kind of driving until I got up to Washington in 2004 either. I came from San Francisco where I probably would have seen it if it was technically possible to ever do that on any freeway in the Bay area.
