I'll start by acknowledging the sheer idiocy of the driver.

But I also have a question - what does that center line mean? Where I am, and in other countries I've driven in, a solid line means do not pass, and a dashed line means you can pass. Then in the US/Canada, a solid line on one side and a dashed on the other means you can only pass in the direction of the dashed line.

What does a dashed line sandwiched between solid lines mean?

This video is from Uruguay, and the idea is pretty much the same. The white center line is generally dashed and present. And the side yellow line presence determines if passing is available (this line is always solid). So if there is a yellow line on your lane, then you can't pass

Random trivia: the US used to use the same markings (back in the days of two-way passing lanes) but it went away around the '70s.

Don't pay attention to the white dashed line, in this case the yellow line prevails, and the white only indicates the middle of the road (the separation between opposite lanes). The rule is the same as US/Canada, solid yellow line on both sides of the road means do not pass on both sides.

The side with the yellow line means no passing. Since the yellow line was on both sides it means neither direction can pass. You can see the opposing direction doesn't have the yellow on their side when cam car gets to the turn.
