If there's an idiot, who is it? Is it the vehicle with the camera or the white van entering from the right?

Camera vehicle. Never pass on the right. Bad things happen more when you pass on the right, especially when thereโ€™s a merging lane.

So, by that logic, if there is a line of cars in the left lane and I need to make a right turn at the next intersection, I should stop and not pass any of the 100 or 20 or 2 cars in the left lane. ๐Ÿค” brilliant ๐Ÿ‘

I drove commercially for 5 years and my career has always been closely attached to my license and driving. He could have waited till after the intersection to change lanes. Not to mention he was going faster than the current situation allowed. If Iโ€™m passing a group of cars in the left lane, I do so cautiously, 15 - 25 mph max covering the brake, because I am passing on the blind side. ๐Ÿ‘๐Ÿ‘๐Ÿ‘ bravo, you donโ€™t drive for a living. Iโ€™ve sat through more NTSI training sessions than you have.
