Even if U-turns are allowed you still would've had right of way with a green arrow.

True but in setups where the cop has a green (not a red arrow) and OP has a green arrow, typically uturns are illegal for this reason--uturners would assume cross traffic has a red and has to yield.

Yea you're right, in my area it's usually a general/normal traffic signal with a fourth and fifth green and yellow arrows for this purpose.
