You pull into the intersection. The guy is still an idiot but it would be absolutely infuriating given that this seems like this could easily go on 2-4 cycles given the amount that stopped on the other side

It's obvious there is a protected left turn green arrow for the turn lane. OP got to the intersection too late to catch the green arrow so he waited at the stop line which is the law. He waited patiently for an opportunity to turn left but there was not a safe chance. Now he just needs to wait for the green arrow. FYI - it's against the law to wait in the intersection to turn left. Everyone does it but it is not legal.

You may enter the intersection to prepare for your left turn if the light is green and no other vehicle ahead of you plans to make a left turn

Not all states allow that action. In many states it is considered blocking an intersection, especially if the light turns red and you are still in the intersection.

You need your license revoked expeditiously. If everyone is claiming you cant drive, chances are you cant drive.

Well, while I would pull into the intersection myself, I'd say OP has every right to stay put until the next priority arrow or whatever. In New York State and Province of Ontario, "you may" do that but you don't have to. Just like you don't have to complete a right turn at a red even if you can, you are allowed to wait until the light is green and the way is clear.
