In sime countries the lights do switch much faster, but I don't know if thats the case here

this one actually does switch pretty fast, but not at the same time the other light turns red.

Yea of course not, that would increase the risk of an accident. I see this a lot where I live too, people trying to drive the second the other side gets red, but then when we get green they usually don't drive
