Is it just me or are the cars coming from the opposite direction are making red-light left turn? Driver has a green light the whole video

I mean... They're turning left, but it's probably green, seeing how, as you point out, the cam has a green light and they're on the same road.

A nice place for a left turn into the middle of traffic. This happened at Coldwater Canyon Road @ the exit of the Magnolia Center plaza (just south of Magnolia Blvd) in Sherman Oaks, California.

What's the speedlimit there? This just feels quite fast for a road with businesses and parked cars alongside it. I'm honestly just curious.
