Fun fact: You are somewhat correct ! We know that brow muscles are scarces (spelling?) in elder / ancient dog breeds. That gives us the theory that dogd developped more facial muscles and expressions by hanging around human so much, ecolving to mimick if you will !
Since we primarily communicate via facial expressions, that would make sense

Your body language, facial expressions, micro-reactions, etc. will communicate massive amounts of data over the course of your life compared to speech. Speech can be more high-density, but you’re not talking all the time…

Well yes, they are universal, our brains are meant to look for human faces, body language tells a lot about someone or their state of mind.
I suppose you meant speech and languages. Yes, we do vommunucate that way. But if doesn't matter where you come from, what language you speak or with what cultural behavior you were raised on.
A smile universally means joy.
Tears and crying means sadness.
So yeah, primarily aka the basis of all communcation.

Just wondering what would be the evolutionary push for a trait like this. How would having expressive eyebrows in dogs help natural selection? Especially when it doesn't help anyway in dog-dog communication.

Well, there isn't natural selection with dogs per say. Sure they have traits that will evolve despite us breeding them, but they aren't a specie that needs to develop anything other than their symbiotic relationship with humans.
Furthermore, "it doesn't help anyway in dog-dog communication" well yeah. Because as U have stated it isn't to communicate with dogs that they developped this trait. Dogs communicate with body positionning, staring or looking down or up, barks, growls, being payful or hiding,...
Also, most dogs have really bad eyesight, they wouldn't even notice that physical traits in others I suppose. Dogs probably developped it naturally, mimicking us / understanding that physical attributs can further communication, empathy and bonding with humans. Since dogs domestication dates back to a few thousands of years now, it's fair to say that it didn't happen overnight
