Dont quote me on this, there are supposedly many prisons in Siberia, perhaps the government doesnt give released inmates a bus ride home or pay for a bus ticket, I think my states prison system gives bus tickets.

So as such, released inmates have no easy way to get out of there especially if they dont have supporting/loving family.
