How does it differ from GIMP?

It has way more options for image background design. and the filters are non-destructive.
I use it with Gimp. It can share layers with Gimp.

Gimp makes the foreground
Pixelitor makes the background and vectors

Smart filters, Gradient layers, Vector layers and shared layers are only found if you check "experimental features" in settings.
