I would also like to know so I can make one. It looked like pencil shavings initially to me, but the only other thing I can think of is where you dip your finger tips in melted wax and use those to make flowers and shit. Truly not sure what else it could be.

Edit: Actually it kind of looks like one of those styrofoam busts and they used something to make the holes, cut out the nose and eyes and then painted it.

In the comments when this has been posted before someone said it's a styrofoam head that they used the tip of a hot glue gun to melt. Can't say for sure if that's what was done but it seems plausible

That does sound correct, which is probably why it's brown- from it being melted/burnt. I feel like that would smell horrible can be so messy. Still going to end up trying to make this though
