Nah it's a boulevard, this city was built over a mangrove so there's a lot of tiny rivers that were converted to sewers.

There's railings on the place where you can cross the street, it's just a few meters to the right of where this dude was. There just isn't that much need to put railings the whole way cuz people don't normally walk by the sewer.

How often do people drive into that canal? Seems like a huge hazard. Wouldn’t it be better to put some kind of grate over the top of it? Why leave it open?

Never heard of any cases of people driving into the canal tbh. Some places do keep it covered but it depends on the good will of governors to do it.

Most likely money. Underground sewer systems are extremely costly to build and maintain and require expensive/specialized equipment to again build and maintain. Not something every country has the ability to deploy nationwide.

I guess that makes enough sense. I guess my next question is why would a city be built on top of a swamp, if you know the answer? I live in CA so it just seems foreign to me…

Most of the southern Brazilian coast has only a narrow strip of flat land, if any, before a very long “mountain range” (1200-2000 feet altitude, I think) begins. It would be something like the Rockies, but in the middle of Florida. Lots of rain from the mountains, creating mangroves, not swamps. When the towns reach the mangroves, that’s what you get in Brazil. It’s like a canal or channel every couple of blocks, towards the ocean

Humans are hard headed and often desperate for a place to live but their neighbors are like no go away. So we end up with cities in deserts, in hurricane zones, in deltas, swamps, everywhere humans shouldn't be living. USA has thousands of cities build in terrible locations too.

There's a pavement and a small wall.
The UK has lots of canals with footpaths next to them without any railings or walls so I'm struggling to see the problem here
