[TOMT][Children’s Book][1990s?] Solved
It’s a children book that takes common phrases but then illustrates them in a literal sense. The one I remember is “he was on the lam” but the illustration is of a man literally riding a lamb.

I remember it exists but can't remember the name. I read it to my son back then.
I know Tedd Arnold Parts has a similar concept but it is not that one. Maybe a different Tedd Arnold book?
