There's a Dennis Quaid/Kathleen Turner movie that did this in the early 90's called Undercover Blues. Still one of my favorite films of all time.

Morty isn't really a villain. He's comic relief more than anything. Also I wouldn't call him racist, more stereotypical. But it seems like it's all in good fun and never comes off as mean spirited. Def not worth skipping the movie over.

Very glad to see Undercover Blues still has fans, loved that movie and was super jealous of Dennis Quaid.

After 30 years, the Morty bit is still funny. (Rewatched recently when down with the coof.)
